Elise Palmer Payne(1884 - 1971)
Born: San Antonio, TX
Studied: Chicago Fine Art Academy, Best's Art School.
Member: California Water Color Society, Laguna Beach Art Association.
In about 1918, Elsie Palmer Payne moved to Laguna Beach and eventually settled in Los Angeles. She and her husband, Edgar, were founding members of the Laguna Beach Art Association and Elsie was a co-founder of the Women Painters of the West. She exhibited her transparent watercolors and gouache paintings nationally and ran the Elsie Palmer Art School in Beverly Hills.
The location of this carnival scene known then as Beverly Park and Playland is now the site of the Beverly Center.
